You get a small, battery powered sending unit that you mount outside. I've gotten mine to work at a distance of 100' through a wall and two floors.
The "weather alerts to your cell phone" is accomplished with an additional (included) component, a weather gateway, that you connect to your home router. The main unit sends the notifications to the gateway which forwards it to the cell phone. This sounds like a good thing and it might be. However, you should consider that configuring the gateway can be a bit tricky. Also, there are already services, usually through your local news outlets and some national ones as well ([...]) and their web sites, that provide more complete forcasts and are much easier to set up.
BTW, I feel that honest, effective reviews take the place of first-hand experiences that are lacking in online shopping. I've always appreciated the help I've gotten from other reviewers and continue to return the favor as best as I can.
